Symptoms

In an 11.2 CDC or Streams database, the REQUIRED_CHECKPOINT_SCN for the capture process has not moved or stopped advancing for long period of time. 
The capture process may have several open transactions and/or archive logs required for capture startup may be accumulating on disk.

Changes

Database upgrade from previous version to 11.2.0.3
