Symptoms

While attempting to install the 11.2 Oracle Database using the Oracle Universal Installer (OUI), the Oracle Services for MTS component will be installed.  When attempting to install this component, you receive the following error:

    

Manually attempting to start the OracleMTSRecoveryService from a command prompt will raise the following error:
