Symptoms

An ALTER DATABASE SET <parameter> SCOPE=SPFILE or ALTER DATABASE SET <parameter> SCOPE=SPFILE SID='*' followed by a shutdown and startup has been executed

Examination of the parameters set show that the changes were not made
