"org.apache.hadoop.hbase.MasterNotRunningException" Raised by External Client Connecting to HBase Master on Oracle Big Data Appliance

Symptoms
The symptoms of this problem are:
1. Oracle Big Data Appliance (BDA) external client node can not connect to HBase master on the BDA, "org.apache.hadoop.hbase.MasterNotRunningException" is raised instead.
2. BDA external client node can connect to the Hadoop Distributed File System(HDFS) on the BDA and run MapReduce jobs successfully.
3. All servers on the BDA can connect to the HBase master.
HBase access on the external client raises "ERROR: org.apache.hadoop.hbase.MasterNotRunningException" with output like below:
