During Installation, Configuration Assistant "Oracle Search Configuration Assistant" Failed on System with Many CPUs (Doc ID 1547904.1)

Symptoms

When installing Secure Enterprise Search on a server that reports a large number of CPUs it fails due to database process limit errors,

The installation log file may contain errors similar to this,
