SES 11g Install Fails With the Error "TNS-12537: TNS:connection closed"

While installing the SES 18.104.22.168, the process hang and generated the error in the log such as:
Connecting to (DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=my.oracle.com)(PORT=1521)))
TNS-12537: TNS:connection closed
TNS-12546: TNS:permission denied
TNS-12560: TNS:protocol adapter error
TNS-00507: Connection closed
Error while executing action: "setup_all"
Unable to configure datasource "EnterpriseSearchDS"
Command = C:\oracle\product\22.214.171.124.0\ses\seshome/bin/searchctl.bat has failed
In the listener trace, it also indicated:
