SES 11g Install Fails With the Error "TNS-12537: TNS:connection closed"

Symptoms
While installing the SES 11.1.2.2, the process hang and generated the error in the log such as:
Connecting to (DESCRIPTION=(ADDRESS=(PROTOCOL=TCP)(HOST=HOSTNAME)(PORT=PORT)))
TNS-12537: TNS:connection closed
TNS-12546: TNS:permission denied
TNS-12560: TNS:protocol adapter error
TNS-00507: Connection closed
.....
Error while executing action: "setup_all"
Unable to configure datasource "EnterpriseSearchDS"
Command = ORACLE_HOME/bin/searchctl.bat has failed
In the listener trace, it also indicated:
