Invalid Components, Objects After Revoke Public Privileges (Doc ID 1577002.1)

Symptoms

 After revoke the following privileges from PUBLIC users :

REVOKE EXECUTE ON UTL_HTTP FROM PUBLIC;
REVOKE SELECT ON ALL_USERS FROM PUBLIC;
REVOKE EXECUTE ON UTL_TCP FROM PUBLIC;
REVOKE EXECUTE ON UTL_FILE FROM PUBLIC;
REVOKE EXECUTE ON UTL_SMTP FROM PUBLIC;
REVOKE EXECUTE ON DBMS_SQL FROM PUBLIC;
REVOKE EXECUTE ON DBMS_XMLGEN FROM PUBLIC;
REVOKE EXECUTE ON DBMS_JOB FROM PUBLIC;
REVOKE EXECUTE ON DBMS_SCHEDULER FROM PUBLIC;

Following components become INVALID :

EXF        Oracle Expression Filter            INVALID    11.2.0.3.0
RUL        Oracle Rules Manager                INVALID    11.2.0.3.0

And following objects become INVALID :
