crsd stuck in intermediate state and crsd.log repeats "Master is not known" due to network issue (Doc ID 1587260.1)

Symptoms

11gR2 GI, on a two node cluster environment (node1 and node2), the first node can not join the cluster if the second node is started first. The resource ora.crsd on node1 remains in INTERMEDIATE state, and crsd.log is filled with messages like "Master is not known. Rejecting the command".

If first node starts first, the second node joins the cluster regularly.
