SES 11.1.2.2 - Oracle Search Configuration Assistant Failed : SES Backend DB Is Not Up (Doc ID 1600586.1)

Symptoms

Installing SES 11.1.2.2  fails on the step 'Oracle Search Configuration Assistant'

    Then  the following error is reported, which looks like caused by the existence of another SQLNET listener that is not servicing SES DB

 

Configuration Assistant stops and starts other SQLNET listener running on the same host.
Which also impacts the other working environments deployed on the same machine on other oracle homes.
