DG4ODBC Cannot Connect To Netezza With Native Error 364 and Sqlstate 366 or Native Error 67

Symptoms
Using Database Gateway for ODBC (DG4ODBC) 11.2.0.3 on AIX to connect to a Netezza database using DataDirect ODBC Driver for Netezza gives errors on connection.
A connection using an odbc test utility works fine.
The following errors may be seen in a gateway trace file -
