SES Fails To Start Using "searchctl startall" On Windows With Connection Failure To NodeManager (Doc ID 1626223.1)

Symptoms

Starting SES 11.2.2.2 on Windows using command "searchctl startall" fails to start the managed servers like search_server1 and ess_server1 complaining about not being able to connect to the Node manager. Following is what is seen in the "searctl startall" output -

The Oracle WebLogic NodeManager (D_app_oracle_middleware_wlserver) service was started successfully.
