Running networksetup-two on the BDA does not Create VNICs on Node 1 (Doc ID 1902000.1)

Symptoms

After running networksetup-two the VNICs are  created on Nodes 2-6 but not on Node 1:

1. Listing the VNICs with 'showvnics' shows no VNIC exists on bdanode01:

a) From the switch, <rack>sw-ib2:
