Long Running Balancer with "threads quota is exceeded" Error Noticed in Balancer Log on BDA (Doc ID 1914356.1)

Symptoms

The balancer on a BDA cluster is still running for after two days.  The following errors are reported in the balancer logs:

2014-07-24 09:21:08,775 WARN [pool-3440-thread-28] balancer.Balancer (Balancer.java:dispatch(362)) - Failed to move blk_1073820243_1099526560018 with size=43 from <PRIVATE_IP_HOSTx>:50010 to <PRIVATE_IP_HOSTx>:50010 through <PRIVATE_IP_HOSTx>:50010: block move is failed: Not able to receive block 1073820243 from /<PRIVATE_IP_HOSTx>:<PORT> because threads quota is exceeded.
