Symptoms
In 11.2.0.4.0 database version, the performance of the DBMS_PARALLEL_EXECUTE package has degraded slightly when compared to earlier releases and most chunks ended up being processed by a single job irrespective of the degree of parallelism specified.
Changes
Either database was upgraded to 11.2.0.4.0 release or it is a new 11.2.0.4.0 installation.
