Symptoms
Every time while the database instance is being started, the following message occurs in the alert log:
Warning: VKTM detected a time drift.
Time drifts can result in an unexpected behavior such as time-outs. Please
check trace file for more details.

Verify: SETUID is set on ORADISM and restart the instance

VKTM running at (100ms) precision

2- Patch 11837095 is installed (as BUG 11837095 is fixed on 11.2.0.4)
