When Starting ess_server an Error is Logged, MDS-01330: unable to load MDS configuration document, MDS-01329: unable to load element "persistence-config" (Doc ID 1959361.1)

Symptoms

Errors occur when trying to start the ESS server, typically named ess_server.

The ess_server.log shows the following:


Caused By: oracle.mds.config.MDSConfigurationException: MDS-01330: unable to load MDS configuration document
MDS-01329: unable to load element "persistence-config"
MDS-01370: MetadataStore configuration for metadata-store-usage "OWSM_TargetRepos" is invalid.
ORA-06550: line 1, column 12:
PLS-00201: identifier 'MDS_INTERNAL_SHREDDED.GETREPOSITORYVERSION' must be declared
ORA-06550: line 1, column 7:
