Procedure Returns NULL Using Oracle ODBC 12c (Doc ID 1963133.1)

Symptoms

Calling a procedure with an OUT or IN OUT parameter via the Oracle ODBC driver in VB code fails when the OUT parameter always returns NULL instead of a value. The exact exception one might receive in traces is:

SQL_ERROR ("Fetch out of sequence")

This issue only happens in Oracle ODBC version 12.1.0.1. Same VB code works fine and returns correct values with Oracle ODBC 11.2.0.4 and with Microsoft ODBC for Oracle provider.
