Is it fine to delete zero bytes size files from ORACLE_HOME or client's Oracle home directories locations (Doc ID 1983156.1)

Goal

 We can see there are numerous empty and zero byte files in database and client Oracle home directories. Our storage admin asking if they can delete these files from  ORACLE_HOME directory locations.
