Hue WebUI Spins With "Checking current configuration" And Failed With PopupException: No Resource Manager are available (Doc ID 2024865.1)

Symptoms

Failed to launch Hue webUI in CM even though the hue service is showing healthy.

The following are the hue log snipets from /var/log/hue/runcpserver.log:
