DBUA fails with Error ‘ORA-12547: TNS:lost contact’ (Doc ID 2034896.1)

Symptoms

DBUA fails with Error :”ORA-12547: TNS:lost contact”

trace.log shows that:

oracle.sysman.assistants.util.OracleHome.initOptionsStopOnError(OracleHome.java:1362)
oracle.sysman.assistants.dbma.backend.CompManager.obtainDatabaseInformation(CompManager.java:4118)
oracle.sysman.assistants.dbma.backend.SilentCompManager.startOperation(SilentCompManager.java:535)

  And When connected the database to be upgraded from the target ORACLE_HOME ,it fails with “ORA-12547: TNS:lost contact”

export ORACLE_HOME=<Target Home>
export ORACLE_SID=<SID to be Upgrade>
$ORACLE_HOME/bin/sqlplus / as sysdba
ERROR:
ORA-12547: TNS:lost contact
