Cssd May Evict Node Even Reconnecting Interconnect Cable Within Misscount After Disconnecting (Doc ID 2066998.1)

Symptoms

 When cluster interconnect becomes unavailable, such as cluster interconnect cable is pulled or network interface made offline,
 cssd may evict node even interconnect is resumed within misscount interval.

Say misscount is 30(seconds), if you pull interconnect cable and reconnect within 30 seconds, cssd may evict a node.

In below example, interconnect cable is pulled on node2 at 14:21:12 and reconnect at 14:21:28, but cssd evict node at 14:21:42
