Sqoop Import Fails with "ERROR hive.HiveConfig: Could not load org.apache.hadoop.hive.conf.HiveConf" after BDA Upgrade from 4.2 To V4.3 (Doc ID 2091267.1)

After BDA upgrade from 4.2 to 4.3, the Sqoop import fails with:

ERROR hive.HiveConfig: Could not load org.apache.hadoop.hive.conf.HiveConf. Make sure HIVE_CONF_DIR is set correctly.
 ERROR sqoop.Sqoop: Got exception running Sqoop: java.lang.NullPointerException
  at org.apache.sqoop.hive.HiveConfig.addHiveConfigs(
  at org.apache.sqoop.hive.HiveImport.getHiveArgs(

Setting the HIVE_CONF_DIR environment variable has no effect.
