12c: USE_SID_AS_SERVICE Setting in Listener Causes ORA-12514 Failures for Clients and Enterprise Manager (Doc ID 2099053.1)

Symptoms

Client connections including OEM report ORA-12514 error messages.

OEM will not be able to properly report the instance up/down status after the USE_SID_AS_SERVICE parameter is added.

Changes

 The USE_SID_AS_SERVICE parameter has been added to the listener.ora file.  Note that the way to confirm this is to review the listener.ora file.  It is not reported by any lsnrctl command.
