On Oracle Big Data Appliance Cloudera Manager Fails to Start (Doc ID 2103188.1)

Symptoms

On Oracle Big Data Appliance, in Cloudera Manager(CM) ALL CDH / mgmt service state is ? (unknown ) status.

Trying to restart mgmt services is spinning.

Trying to restart CM service silently fails.

# service cloudera-scm-server stop
Stopping cloudera-scm-server: [ OK ]
# lsof -i:7180
COMMAND PID USER FD TYPE DEVICE SIZE/OFF NODE NAME
java 7071 cloudera-scm 452u IPv4 2509953977 0t0 TCP <HOSTNAME3>.<DOMAIN>:26381-><HOSTNAME3>.<DOMAIN>:7180 (CLOSE_WAIT)

# service cloudera-scm-server start

Tried killing the old pid of CM server and then starting CM server but CM server is not coming up.
