Symptoms
SODA APIs are not available and result in errors similar to:
PLS-00201: identifier 'DBMS_SODA_ADMIN.DESCRIBE_COLLECTION' must be declared
ORA-00406: COMPATIBLE parameter needs to be 12.0 or greater
