RAC on Windows: OracleOHService Will Not Start Following Reboot (After Windows Patches Applied)

Symptoms
After applying Windows patches and rebooting a (single instance) Grid Infrastructure (Oracle Restart) server, OracleOHService will not start up. The only error in the event logs is The OracleOHService service terminated unexpectedly. It has done this 4 time(s).
Starting the OracleOHService from services.msc shows that the service is 'Running' but a subsequent refresh shows that the service has again stopped.
