Symptoms

Installing 12c Database on Windows Fails with :"Error Loading jvm.dll"

Error loading:
C:\Users\<USER>\Local\Temp\OraInstall2016-07-11_05-20-29PM\jdk\jre\bin\server\jvm.dll
