Symptoms
1. Create a template for a 12c Container database with 0 pluggable database.
[Choose the option: Create an Empty container database]
dbca -> Create Database -> Advanced Mode -> General Purpose ->
Create As Container Database -> Create an empty Container Database
Save as a New Template
2. Use dbca to create a pluggable database.
3. Manage pluggable database: Choose the 'empty container database' so that it becomes part of that container.
You will get an error: selected database ... is not a container database.
4. So, you can create a container database using the template attached. You just can't add a pdb to the container. This defeats the purpose of the template.
