RAC Service Not Failover during Instance Shutdown Using srvctl stop instance with Abort and Force option in 12.1.0.2 (Doc ID 2174338.1)

Symptoms

Stopping Instance manually (sqlplus / srvctl) does not failover running services to other Instances. When an instance is shutdown in RAC using srvctl the associated service are not failed over to the available instances and services associated with the instances remain offline.

 New behaviour in 12.1.0.2
