Upgrade to BDA 4.6.0 Fails on Step 7 in Hadoop::Startcloudera/Exec[start_cloudera_services] Because the Activity Monitor Will Not Start (Doc ID 2186868.1)

Symptoms

1. Upgrade to BDA V4.6 from 4.3 Step 7 fails because the mgmt service is in "bad" health.  The mgmt service is in "bad" health because the Activity Monitor service is down and can not be started.

Note that this Step 7 failure shows up after the 4.6 upgrade fails on Step 7 due to the sentry error described in: Upgrade to BDA 4.6.0 Fails on Step 7 in Hadoop::Startcloudera/Exec[start_cloudera_services] Due to "Upgrade Sentry Database Tables unavailable." (Doc ID 2186850.1).

2. Running the query below in the MySQL database as 'root' user:

SELECT User, Host, Password FROM mysql.user where user = 'a_mon';

shows that the % column does not contain a long password.
