Symptoms

ODA Patching failed when the clusterware failed to stop on one of the local nodes.

Patching the ODA Server (also known as the Infra for earlier ODA version) patching steps failed to stop the clusterware in a timely manner.

12.1.2.12 to 12.2.1.4  Uses Server patching

12.1.2.5 to 12.1.2.6   --infra [--local] used in older versions of the ODA
