SCAN LISTENER cannot be started after apply ODA Security Patch or ODA Bundle Patch installation, the problem is described as follows:


1) After apply “September ODA Security Patch” or after apply an ODA Bundle Patch, sqlplus or databases client user connections are failing with the next error:
