Symptoms
- SQL Statements against DBA_TAB_PRIVS take longer time during parse phase in 12C:
- Setting OPTIMIZER_FEATURES_ENABLE = '11.2.0.4' does not help
- Setting OPTIMIZER_ADAPTIVE_FEATURES = FALSE does not help
- Setting "_fix_control"='17442009:ON' also does not reduce the parse time
