ORA-12547: TNS:lost contact error while starting ASM after upgrade from 22.214.171.124 to 126.96.36.199 in a standalone environment

On Standalone setup, after upgrading from 220.127.116.11 to 18.104.22.168, ASM is not able to start, and hitting the following error:
