DVSYS.DBMS_MACADM Is Invalid And Fails With Compilation Error ORA-00942 PLS-00905 PLS-00320 (Doc ID 2283293.1)

Symptoms

Doc ID 2153281.1 is being followed for validating Oracle Database Vault but disabling DV fails with error:

SQL> EXEC DBMS_MACADM.DISABLE_DV;
BEGIN DBMS_MACADM.DISABLE_DV; END;

ORA-04063: package body "DVSYS.DBMS_MACADM" has errors
ORA-06508: PL/SQL: could not find program unit being called:

Compiling dvsys.DBMS_MACADM fails with error

SQL> alter package dvsys.DBMS_MACADM compile body;
