SSL Connection to 12c DB from Forms or Reports 12c Results in ORA-12560: TNS:protocol adapter error (Doc ID 2304830.1)

Symptoms

Sqlnet SSL authentication has been set up to a 12.1.0.2 DB using steps from the following notes:

 Document 1381035.1 Configuring SSL Authentication With Client Certificates Signed By The Server Using orapki

 Document 736510.1 SSL Step by Step Guide To Configure SSL Authentication

When attempting to connect with FMW 12.2.1.2.0 Forms, Reports, sqlplus, etc., the connection fails with: 

ERROR:
ORA-12560: TNS:protocol adapter error

This error will occur also with tnsping or any executable in the Fusion Middleware (FMW)  Forms and Reports 12c ORACLE_HOME/bin that uses a sqlnet connection.

If tracing for TNSPING is added to the sqlnet.ora file:

The TNSPING trace will show:

ntzCreateCipherSpec: no valid cipher suites were specified.
ntzCreateCipherSpec: failed with error 552
ntzCreateCipherSpec: exit
ntzConfigure: failed with error 552
ntzConfigure: exit
ntzCreateConnection: failed with error 552
ntzCreateConnection: exit
ntzdisconnect: entry
ntzFreeNTZData: entry
ntzFreeNTZData: exit
nttdisc: entry

 

Changes

 Problem did NOT occur until an SSL connection was configured on the FMW client side.
