Symptoms
In a 12.2.0.1.0 standalone Grid Infrastructure (Oracle Restart) environment running on Windows Server 2012 R2, Create Database via DBCA (Database Configuration Assistant) fails reporting:
Instance alert logs for both the partially created database as well as the relevant ASM instance indicate that the database encounters ORA-1017 when it tries to connect to the ASMB0 process.
