Grid Infrastructure on Windows: Newly Created ASM DiskGroup Not Recognized in DBCA or v$asm_diskgroup (Doc ID 2328113.1)

Symptoms

Newly created ASM diskgroup is not recognized via DBCA or by query on v$asm_diskgroup.

- V$asm_disk DOES recognize the newly created diskgroup:
 
- No Diskgroup visible in DBCA for further database creation due to above issue

Changes

ASM Diskgroup created for usage in new database creation
