RAC on Linux: Grid Infrastructure Standalone (Oracle Restart) Installation Fails at 88% During 'Oracle Net Configuration Assistant'

Symptoms
Install Oracle Restart by "Install and Configure Oracle Grid Infrastructure for a Standalone Server" option in OUI launched from runInstaller, the progress fails at 88% which is during 'Oracle Net Configuration Assistant' step.
The 'Oracle Net Configuration Assistant' step is pending for a long time.
Checking $ORACLE_BASE/cfgtoollogs/netca/trace_<Oracle Restart Home Name>-<timestamp>.log and see that netca continues to find an usable end point but fails:
