Symptoms
Scheduler jobs do not run at all and CJQ0 seems stuck after locking the object SYS.LAST_OBSERVED_EVENT.
The Scheduler trace (by the event 27402 level 65355) shows that the coordinator (CJQ0) locks the object SYS.LAST_OBSERVED_EVENT.
The scheduler trace shows an error ORA-942.
