Symptoms

ASM alert.log reports the following error:

ORA-17503: ksfdopn:2 Failed to open file +DATA/orapwasm
ORA-29701: unable to connect to Cluster Synchronization Service

Changes

 Microsoft changed the default ports in Win2k8 and onward, that are used by bind(0) calls to obtain a port.
