RAC Database Is Not Starting Up on either node (Doc ID 2350320.1)

Symptoms



Cannot start either instance of the database.

Instance 1 startup repeatedly fails with:

Sat Jan 13 14:16:36 2018
IPC Send timeout to 2.0 inc 3 for msg type 16 from opid 276
Sat Jan 13 14:16:36 2018
IPC Send timeout: Terminating pid 276 osid 117715
Sat Jan 13 14:16:41 2018
LMS0 (ospid: 68628) has detected no messaging activity from instance 2      

LMS0 (ospid: 68628) issues an IMR to resolve the situation
Please check LMS0 trace file for more detail.


Instance 2 startup fails with:


srvctl start instance -d <DB_NAME> -i <DB_NAME>2

PRCR-1013 : Failed to start resource ora.<DB_NAME>.db
PRCR-1064 : Failed to start resource ora.<DB_NAME>.db on node <NODE_NAME1>
CRS-5017: The resource action "ora.<DB_NAME>.db start" encountered the following error:
ORA-01034: ORACLE not available
ORA-27101: shared memory realm does not exist
Linux-x86_64 Error: 2: No such file or directory

Trying to start instance 2 via SQLPlUS also fails:


SQL> startup nomount;
ORA-00304: requested INSTANCE_NUMBER is busy

 

Changes

 A session in <DB_NAME>2 was killed that was locking a package that needed to be recompiled. This session is marked as killed but has not terminated.
