 The following errors occur while loading the audit policies during a 12cR1 full import:

Processing object type DATABASE_EXPORT/AUDIT    
ORA-39083: Object type AUDIT:"PUBLIC"."PUBLIC" failed to create with error:    
ORA-28019: audit cannot be configured on administrative privileges    
Failing sql is:    
 AUDIT SYSOPER BY ACCESS
ORA-39083: Object type AUDIT:"PUBLIC"."PUBLIC" failed to create with error:    
ORA-28019: audit cannot be configured on administrative privileges    
Failing sql is:    
 AUDIT SYSOPER BY ACCESS
     Completed 285 AUDIT objects in 1 second

Database was upgraded from 11g to 12c.
