Initializing a CONSTANT PLS_INTEGER fails with PLS-00222 error. For example, the below package will fail with PLS-00222 error when compiled.

Issue is not seen when using standalone function or when using SIMPLE_INTEGER or INTEGER datatype instead of PLS_INTEGER.

Database Upgrade to 12.2.0.1.
