IOTFRSPEED Defaults To 4096 While Gathering NOWORKLOAD System Stats (Doc ID 2381946.1)

Symptoms

Executing dbms_stats.gather_system_stats('NOWORKLOAD') returns in about 85% of cases tested
default values for IOSEEKTIME (i.e. default 10.0 millisec) and IOTFRSPEED (i.e. default 4096 bytes / millisec)
while the underlying storage might be a lot faster

Changes

Executing dbms_stats.gather_system_stats('NOWORKLOAD') might unexpectedly reset a good value of IOTFRSPEED and IOSEEKTIME
to default values.
