Trying to create a non-default listener from the RDBMS home for EBS application using the NETCA utility, the following pop-up error is seen:

Trying different port numbers such as 1522, 1523, 1534, etc for all ports will result in the same message.

Environment is a RAC configuration and local listener is already running from Grid Infrastructure home.
