Symptoms
Image Version : 12.2.1.1.1.170419
After cell node reboot, cell services (MS/RS/CELLSRV) did not start automatically.
Following error is seen in host console log.
If you try to start the services manually as celladmin user by executing 'cellcli -e alter cell startup services all', it reports the same error. But services can be started successfully by root user.
