12.2: Creating the RAC Database Results Error PRVG-6085: Failed to Retrieve the ASM Parameter "cluster_database" Value on the Node (Doc ID 2398162.1)

Symptoms

While create two node Real Application Cluster database with DBCA (Database Configuration Assistant), below error appear during "Prerequisite Checks" step. 

PRVG-6085: failed to retrieve the ASM parameter "cluster_database" value on the node "rachost1".
PRVG-12941: an internal command 'cvuhelper' failed to run a SQL query on ASM on node "rachost1".
PRCZ-2027: failed to get the connection information.

"rachost1" is the first node's host name, where the check failed, On other nodes, the check succeeded.
