Symptoms
LREG stops updating the listener. The service may initially register but then over time, no updates occur.
This can result in any of the following errors:
TNS-12516
ORA-12520
TNS-12519
The instance will reach its limit for connections. However, because LREG can no longer update the listener with load information, these errors may start to occur.
Changes
This may occur after an upgrade, patchset application or change to sqlnet.ora file that resides in the same home where the listener runs.
Example, $GRID_HOME/network/admin/sqlnet.ora
