Goal

If there is encryption setting below, there is a fast connection and a slow connection.
Is this a problem ? Or product design ?

1) Oracle Client 11g (with encryption setting) → Oracle Database 12c (with encryption setting) 0.209 sec
2) Oracle Client 12c (with encryption setting) → Oracle Database 11g (with encryption setting) 0.185 sec
3) Oracle Client 12c (with encryption setting) → Oracle Database 12c (with encryption setting) 1.020 sec ★ Slow
